What we do
A system for restarting mines, processing at home and creating jobs that last
Doing this once is a project. Doing it across a country takes a system, and building that system is our work.
Our goal
1 million jobs in 5–10 years, through mining, processing and more
Two engines
Mining creates the jobs, and processing creates the value
Mining creates the jobs
A formal mine employs hundreds or thousands of people in one place, for decades, and pays above a living wage even at entry level. Each of those jobs supports about ten in all once suppliers and local spending are counted.
Processing creates the value
Processing turns ore into refined material that manufacturers buy at full price, keeping export earnings, tax revenue and skilled industrial jobs at home. A credible processing plan is also what gives a government reason to clear the way for the mining that feeds it.

Competitive advantage
For ore-rich countries, that capability can be mineral processing
Companies win by building a capability rivals cannot easily match, and countries are no different. A country rich in minerals already holds something valuable. To compete with it, the country needs the processing capability that makes the most of that resource. Indonesia's nickel export earnings rose roughly tenfold within a few years of requiring processing at home.
Our role
Horizon 35 is the systems integrator across five capabilities
We do not need to own every mine or plant. We make the pieces work together around proven operators.
Strategy
More than twenty years of strategy consulting and new-venture building, applied to which sites, minerals and processing routes to pursue, and in what order.
Government relations
Working relationships with government and communities, so licensing, export rules and national policy line up behind the build-out.
Technology
Processing technologies matched to each site's material, with independent technical review behind every decision.
Partners and network
Mining operators, processing partners and buyers who want traceable supply from outside today's concentrated sources.
Capital
Private equity, investment and capital-project experience, with funding released in stages as each operation meets its milestones.

Independent technical partner
SRK Consulting
An internationally recognized mining consultancy independently reviews our technical work, site by site.
The Horizon 35 standard
A hotel brand does not have to own the building to put its standard on it. A site that joins our network commits to a clear bar, and meeting it is what connects the site to in-country processing, international buyers and growth capital.
- Formal employment contracts
- At least a living wage
- Modern safety practice
- Environmental responsibility
- Traceable chain of custody
Where we start
Decommissioned mines and the waste earlier plants left behind
Many mines close for reasons that have nothing to do with running out of ore. Restarting a known site skips most of the 16-plus years a new mine takes to reach production, and older processing plants often left recoverable metal in their tailings. Reprocessing that material can also pay for cleaning up the site.
How we work
We let the data choose the mineral, and every step is a gate
Gather the record
Historic production reports, tailings locations, drilling data, surrendered exploration reports, and license and ownership status for each property.
Rank the properties
Independent technical advisers screen and rank sites before anyone visits.
Test in the field
Sampling alongside the government's mining authority, so results are trusted on all sides.
Choose the mineral and the processing route
Decided on real assays, not before.
Secure access and licenses
Tailings and previously licensed ground often move fastest.
Prove the resource
Drilling, assays and metallurgical tests to the standard investors require.
Name the operator and raise the capital
A proven operator, a credible plan and government support go to investors together.
Uganda
Our story begins in Uganda, with a foothold in tin, tungsten and tantalum
Uganda is young and growing, and it has the minerals, the mines ready to restart, a government that wants processing at home and a workforce ready to work. It restricts raw-mineral exports, passed a new mining law in 2022 and created a national mining company to invest alongside partners.
We begin with tin, tungsten and tantalum: critical minerals with buyers who need supply from outside today's concentrated sources, and each with a processing step Uganda can build. We walk before we run. One operation is proven, then the next.
